Is it possible to manage resources?

Yes, it is possible. 

In ACTY'S, you can use “By Resource View” to manage activities from the perspective of Resources (human resource, machinery, cooperating company, equipment & facilities, etc.) assigned to the activity.

The person in charge of resource management can grasp the task assignment status for each resource at a glance. 
The person in charge of the task can find only the tasks that he/she is responsible for within the bar chart.

You can also easily adjust the schedule and change assignments for load adjustment by simply moving the Bar.
